I think it is a general phenomenon in human behavior. But it is unfair to generalize all people of all countries you have mentioned to act differently when you're away from home. We all know how many tourists from developed countries behave during their visit to Bangkok, Thailand and the "free" cities where, quote, "their behavior changes dramatically and less action spirits. "It is true that some Arab countries are known for having the syndrome that you mentioned, but as for the 3 countries Iran, Malaysia, Indonesia is concerned, this is not true that you want to believe. People from Pakistan and Bangladesh acts more like snobs who try show-off rather than trying to do immoral acts. However, this is not 100% true for countries all peoples of all time. It is also true that the majority of people in India do not show "maturity" of their neighbors, but how you can equate with Iran, Malaysia, Indonesia, which are far more restrained and polite than most educated Indians in general. Btw, I am from Bangladesh and I lived in Iran and has traveled in 10 countries to date. I saw my countrymen working in Hong Kong, Singapore and Malaysia which needs to be properly "educated" to they can assimilate well in their new environment.
